Rently we have a project which require AWWA C213 FBE lining and coating for flanges, inside is wras approved powder and external with
common poweder, but customer did not mention the raised face of flange need FBE coating and lining or not

a case of ARAMCO project,their conclusion is Flange surface is not coated.
while this just applied for Blind flanges which may touch liquid, and the coathing thickness is controled below 50 micron to ensure the seal
capacity with spiral wound gasket. and weld neck flange above not FBE linned.
